It’s Time to Speak Out on Sudan

Since fighting between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) exploded in April 2023, Sudan has been catapulted into crisis.

More than 12 million people have been displaced, including more than 3 million to other countries.

More than 24 million people—half of Sudan’s population—are experiencing food insecurity. And famine has already been declared in parts of the country. 

Genocide and other atrocities are being committed. Yet little has been done to end this brutal war.

Global leaders must not stay silent.

The global media to cover the genocide in Sudan with the urgency and attention it demands.

The UAE to end its support for the RSF’s genocidal campaign.

April 15, 2024 marked one year of war in Sudan. We marched to the White House and delivered a petition from nearly 15,000 people urging President Biden to speak out on Sudan:

The Petition

Dear President Biden,

We, the undersigned individuals and organizations, urge you to speak out on the crisis in Sudan. Since April 2023, the ongoing fighting between the Sudanese Armed Forces (SAF) and the paramilitary Rapid Support Forces (RSF) has devastated the country, with countless atrocities and millions forcibly displaced and in dire need of humanitarian assistance. Many in Sudan are at the brink of famine, if not experiencing these horrors already.

In December 2023, your Secretary of State Antony Blinken made an official atrocity determination on Sudan, citing that members of the SAF have committed war crimes and that members of the RSF and allied militias have committed war crimes, crimes against humanity, and ethnic cleansing. The ethnic based targeted killing in Darfur, in particular, echoes the atrocities in Darfur that caught the world’s attention some 20 years ago. The threat of violence against civilians remains and the risk of widespread hunger grows.

It is clear that urgent action is needed to prevent further atrocities and loss of life. We urge you to:

• Fully support your appointed Special Envoy for Sudan in strengthening diplomatic efforts to protect civilians and secure humanitarian access, including through bilateral and multilateral engagement with the leaders of governments with influence over the parties involved in the conflict.
• Call out governments implicated in arming those responsible for committing atrocities against civilians, and in violation of the UN Security Council Sudan Arms Embargo.
• Work with other donor countries to scale up humanitarian assistance, including through local Emergency Response Rooms and other mutual aid groups led by Sudanese civilians.
• Support evidence collection, documentation efforts, and accountability measures in Sudan including through the UN Fact-Finding Mission for Sudan, the International Criminal Court, and any future credible accountability process within Sudan.
• Engage and support the governments of  neighboring countries to ensure aid and refuge is offered to those fleeing hunger and violence in Sudan.

Most urgently, Mr. President, we urge you to speak out on the crisis in Sudan. Address the nation and the world to bear witness to the tragedy unfolding in Sudan, to mobilize international support for Sudanese civilians, and to prevent the further loss of civilian life.

‎نحن، الأفراد والمنظمات الموقعة أدناه، نحثكم على التحدث علنًا عن الأزمة في السودان. منمنذ ابريل 2023 هذا القتال المستمر بين القوات المسلحة السودانية وقوات الدعم السريع شبه العسكرية والذي  قاد لتدمير البلاد Ùˆ  ارتكاب جرائم لا حصر لها، مما أدى لنزوح ملايين السودانيين قسراً، داخل وخارج البلاد حتى أصبحوا الآن بأمس الحوجة للمساعدة الإنسانية، بعد ان أصبح الكثيرين منهم على حافة المجاعة التى قد بلغوها في مناطق عدة بالفعل.

‎في ديسمبر/كانون الأول 2023ØŒ اتخذ وزير خارجيتكم أنتوني بلينكن قرارًا رسميًا بشأن تحديد الجرائم التي ارتكبت في السودان، مشيرًا إلى أن أفراد القوات المسلحة السودانية ارتكبوا جرائم حرب وأن أفراد قوات الدعم السريع والميليشيات المتحالفة معها ارتكبوا جرائم حرب وجرائم ضد الإنسانية والتطهير العرقي. 

‎أن عمليات القتل المستهدف على أساس عرقي في دارفور، على وجه الخصوص، تعكس الجرائم التي ارتكبت في دارفور والتي لفتت انتباه العالم قبل نحو عشرين عاماً، ولا يزال التهديد باستخدام العنف ضد المدنيين قائما، كما يتزايد خطر انتشار الجوع على نطاق واسع من البلاد.

‎ومن الواضح أن هناك حاجة ماسه إلى اتخاذ إجراءات عاجلة ورادعه لمنع وقوع المزيد من الجرائم والخسائر في الأرواح وعليه نحن نلتمس من سيادتكم الاتي:

‎- الدعم الكامل لمبعوثكم الخاص للسودان في تعزيز الجهود الدبلوماسية لحماية المدنيين وتأمين وصول المساعدات الإنسانية، Ùˆ ذلك من خلال المشاركة الثنائية والمتعددة الأطراف مع قادة الحكومات التي لها تأثير على الأطراف المشاركة في النزاع. 

‎- يجب محاسبة الحكومات المتورطة في تسليح المسؤولين عن ارتكاب الجرائم ضد المدنيين، حظر الأسلحة الذي فرضه مجلس الأمن التابع للأمم المتحدة على السودان.

‎- العمل مع الدول المانحة الأخرى لزيادة المساعدات الإنسانية، وذلك من خلال غرف الاستجابة للطوارئ المحلية وغيرها من مجموعات المساعدة المتبادلة التي يقودها مدنيون سودانيون.

‎- دعم جمع الأدلة وجهود التوثيق وتدابير المساءلة في السودان، و ذلك من خلال بعثة الأمم المتحدة لتقصي الحقائق في السودان، والمحكمة الجنائية الدولية، وأي عملية مساءلة ذات مصداقية في المستقبل داخل السودان.

‎-إشراك ودعم حكومات البلدان المجاورة لضمان تقديم المساعدة واللجوء للفارين من الجوع والعنف في السودان.

‎الأكثر إلحاحا، سيدي الرئيس، أننا نحثك على التحدث علناً عن الأزمة في السودان و مخاطبة الأمة والعالم ليكونوا شاهدين على المأساة التي تقع في السودان. كما نرجو ان استنفار آلامه والعالم اجمع ليكشف ما يحدث من مأسيّ في السودان، كما يجب الاستنفار والمساعدة من العالم الخارجي لدعم السودانيين المدنيين ووقف مزيد من زهق الأرواح المدنية.
